Proposed Unitary Authority for Oxfordshire


The current proposal, submitted by Oxfordshire County Council, for a Unitary Authority for Oxfordshire has raised a significant concern for Bloxham Parish Council.


The proposed Unitary Authority would need to create a Strategic Plan for the whole County.  Given that the new authority is proposed to come into being in 2019, it is feasible that Cherwell District Council’s Local Plan 2015 -2031 would no longer be considered a material Statutory Planning document from that point.


As Bloxham Neighbourhood Development Plan relates to the Policies in Cherwell District Council Local Plan, it would be redundant and our three years investment in support of the Localism Policy, engagement of residents and creation of legally sound documentation would have been a complete waste of time.  


It cannot be denied that from a neighbourhood plan perspective, the survival of Cherwell District Council’s Local Plan for its full term until 2031 is crucial to any confidence we, as local communities, may have in the Government’s commitment to neighbourhood plans and to localism.


We would request that careful consideration be given to this facet of the proposed change.
