Dear Councillor,


A meeting of the Parish Council will be held on Monday 1 February 2016 at 7.30pm in St Mary’s Parish Rooms, Bloxham, to transact the business set out in the Agenda below, and you are summoned to attend.


Councillors Christine Heath and Lynda Thirzie-Smart have been invited to attend as District Councillors and Councillor Kieron Mallon has been invited as County Councillor.

1. Welcome – To welcome the Councillors and the public to the meeting.  19:30

6. Village Networks – To receive a presentation from Nick King on Village Networks and how it could assist residents of Bloxham.

7. Butterfly Meadow Children’s Centre – To discuss the recommendation from the Resources Committee that £13,000 of New Homes Bonus 2016/2017 be donated to the Children’s Centre and items of clarification be discussed with representatives of the Centre.

·       Resources Committee – To note the minutes and approve the recommendations of the meeting held on 14 January 2016. (Next meeting; 18 February 2016) (To follow)

iii)         Drop-in and Chat Session – To note the issues which were raised at the last session.  Sessions are currently held at the Ex-Serviceman’s Hall from 10.30am to 11.30am, unless stated otherwise.

iv)          Jubilee Park Management Committee (JPMC) – To receive an update on the work of the Committee and discuss the outcomes of the meeting held on 28 January 2016 between the JPMC, Jubilee Park Project Group and Parish Council representative.


v)            Areas of Responsibility – To agree the areas of the village Parish Councillors will be responsible for monitoring.


vi)          Parish Council Reports – To discuss whether written reports submitted to the Parish Council should be made available on the Parish Council web site.

  13. Finance


i)             Accounts for Payment – To approve the accounts for payment.  (To follow)


ii)            Bank Reconciliation – To note the bank reconciliation to date.  (To follow)


iii)           Church Footpath – To discuss possible extra funding for the Church to carry out remedial works to the footpath.


iv)          Budget and Precept 2016/2017 – To approve the Parish Council’s budget and precept for 2016/2017.  (To follow)

14. Village Matters


i)             Play Provision – To consider the proposals put forward by the Recreation Ground Trustees and Jubilee Park Management Committee for the provision of play equipment at both locations.


ii)       The Slade – To receive an update on the work at The Slade.


iii)       Village Groups – To receive any reports from the village groups.


iv)       Youth Club – To receive a report on the Youth Club.


v)        Bloxfest – To receive an update on the event for 2016.


vi)       Red Lion – To receive an update on the sale of the Red Lion.


vii)      Bus Services – To discuss the outcome of the meeting with the County Council with

regard to reduction in the bus services in Bloxham.


viii)     Mobile Library Service – To discuss the reduction to the library service.


ix)       Village Transport – To discuss the outcome of the meeting held on 15 January 2016.


x)        Litter Outside the High Street Shops – To discuss whether the shops on the High Street

should be written to and asked to help keep the area tidy.


xi)       Queen’s 90th Birthday – To discuss how the Parish Council could mark the occasion.

Public and Press – To consider passing a resolution in accordance with the Public Bodies (Admission to Meetings) Act 1960, that the public and press be excluded from the meeting for item numbered 17 on the grounds that it could involve the likely disclosure of private and confidential information.



17. Clerk/Responsible Financial Officers an Administration Assistant – To discuss the recommendation of the Resources Committee from its meeting held on 14 January 2016.
