A meeting of the Parish Council will be held on Monday 4 April 2016 at 7.30pm in St Mary’s Parish Rooms, Bloxham, to transact the business set out in the Agenda below, and you are summoned to attend.

 

Councillors Christine Heath and Lynda Thirzie-Smart have been invited to attend as District Councillors and Councillor Kieron Mallon has been invited as County Councillor.

iii)                       Planning Matters – To receive updates on the following:

iv)         Bloxham Neighbourhood Development Plan (BNDP) – To note that the BNDP is now with the Examier.

 

v)         Flooding in Bloxham – To discuss the recent flooding in Bloxham and receive reports from Thames Water and the County Council.

9. Parish Council Matters

 

i)            Parish Council Vacancy – To consider any applications for the vacancies on the Parish Council.

 

ii)          Committee Minutes and Recommendations.

 

·       Environment Committee – No meeting of the Committee since the last Parish Council meeting.

 

·       Resources Committee – No meeting of the Committee since the last Parish Council meeting. (Next meeting on 19 May 2016)

 

·       Planning & Strategy Committee – No meeting of the Committee since the last Parish Council meeting.

 

iii)         Section 106 Working Group – To confirm the Parish Council representatives on the Working Group.

 

iv)         Drop-in and Chat Session – To note the issues which were raised at the last session.  Sessions are currently held at the Ex-Serviceman’s Hall from 10.30am to 11.30am, unless stated otherwise.

v)            Jubilee Park Management Committee (JPMC) – To receive an update on the work of the Committee.

 

vi)          Annual Parish Meeting (APM) 2016 – To confirm the final details for the APM.

 

vii)         Bus Services – To discuss the loss of bus services in the village.

 

viii)        Councillors Responsibilities – To agree the areas of the village which Councillors will be responsible for monitoring.

 

ix)          Neighbourhood Action Group (NAG) – To receive a report from Councillor Mary Groves on the meeting of the NAG.  (To follow)

  10. Finance

 

i)             Accounts for Payment – To approve the accounts for payment.  (To follow)

 

ii)            Bank Reconciliation – To note the bank reconciliation to date.  (To follow)

 

iii)           Church Footpath – To discuss whether the Parish Council could make a financial contribution to the works to the Church footpath.

 

iv)          Independent Remuneration Panel Report 2016/2017 – To agree Members’ Allowances for 2016/2017.  (To follow)

11. Village Matters

 

i)             Play Provision – To receive an update on the progress made with project and the Section 106 funds held by Cherwell District Council.

 

ii)       The Slade – To receive an update on the work at The Slade, consider establishing The Slade as a Local Nature Reserve and consider a letter from 10 Hyde Grove with regard to renting or purchasing a piece of land in The Slade.

 

Resolution: Any land acquired by the Parish Council for the benefit of residents is not disposed of without sound reason.

 

Resolution: Cherwell District Council be asked to delegate responsibility to the Parish Council to designate the Slade as a Local Nature Reserve (LNR).

 

iii)       Traffic One-Way System – To discuss a possible one-way system along Old Bridge

Road.

 

iv)            Village Groups – To receive any reports from the village groups.

 

iv)       Youth Club – To receive a report on the Youth Club.

Public and Press – To consider passing a resolution in accordance with the Public Bodies (Admission to Meetings) Act 1960, that the public and press be excluded from the meeting for item numbered 14 on the grounds that it could involve the likely disclosure of private and confidential information.
