1. Welcome – To welcome the Councillors and the public to the meeting.  7:45pm

 

2. Apologies for absence – To receive any apologies for absence from the meeting. 7:45pm

 

3. Declarations of Interest – Members are asked to declare any interest and the nature of that interest, which they may have in any of the items under consideration at this meeting.

 

Advice on declarations of interest should be sought from the Clerk prior to the meeting, as advice cannot be given to Councillors at Parish Council meetings.

5. Matters Arising – To discuss any issues arising from the minutes of 7 November 2016.

8. Planning

 

i)        To discuss any planning items, not covered within the minutes of the Planning Committee (item 9ii).

 

ii)        Flooding/Water & Drainage Issues – To receive an update on the flooding/water & drainage issue in Bloxham.

 

iii)       Bloxham Neighbourhood Development Plan (BNDP) – To note the decision made by Cherwell District Council.

 

iv)       Warriner School Expansion – To discuss the expansion at Warriner School and respond to the consultation.

9. Parish Council Matters

 

i)             Committee Minutes and Recommendations.  If Councillors have any queries on the minutes and decisions of the Committees, please contact the Clerk prior to the Parish Council meeting

 

·            Environment Committee – To note the minutes and consider the recommendations of the meeting held on 30 November 2016.  (To follow)

 

·            Resources Committee – There had not been a meeting of the Committee since the last meeting of the Parish Council.

 

·            Planning & Strategy Committee – There had not been a meeting of the Committee since the last meeting of the Parish Council.  The next meeting was being held on 13 December 2016.

 

·            Staffing Committee – There had not been a meeting of the Committee since the last meeting of the Parish Council.

 

ii)            Parish Council Wish-List – To discuss updating the contents of the Parish Council’s wish-list, including consideration of a feasibility study for the proposed Barford Road footpath.

 

iii)           Parish Council Actions – To discuss the Parish Council actions list and it’s monitoring.  (To follow)

 

iv)          Outstanding Issues – To discuss how the outstanding issues can be progressed via the Committees.  (To follow)

  10. Finance

 

i)             Accounts for Payment and Bank Reconciliation – To approve the accounts for payment and note the bank reconciliation. (To follow)

 

ii)            Budget/Precept 2017/2018 – To approve the Parish Council budget and precept for 2017/2018, including the grant applications for 2017/2018.  (To follow)

 

iii)           Section 106 Funds – To:

 

a)          receive an update on the progress with the Deed of Variation to release funds for the play equipment projects; and

b)          agree the use of Section 106 monies for projects in the village, following the recommendations from the meeting held on 22 November 2016.

 

iv)         TOE2 Funding – To note that a submission has been made to TOE2 for funding at the Slade.

 

v)          Butterfly Meadow Children’s Centre – To receive a progress report with regard to the funding of the Centre and receive a report on the meeting held with Matthew Ingall and Cheryl Huntback.

i)          Bloxham Festival – To discuss the arrangements for the Festival.

Parish Council ‘Drop-in and Chat’ Sessions are held on second Saturday of the month, at the Ex-Serviceman’s Hall from 10.30am to 11.30am.  Residents are invited along to meet their Parish Councillors and discuss any items affecting the village.
